I think a lot does still depend on luck – whose desk your work lands on, what mood they’re in that particular day, etc etc. – and of course we can all quote endless examples of authors who were mystifyingly rejected by several authors before finding a home (JK Rowling, Sarah Waters are two that spring to mind). I think, also, one problem is that there *are* some smaller publishers more willing to take risks – but they are generally very niche (crime, experimental, erotica, etc).

I do think, though, that is rather complacent of publishers to say ‘cream always rises to the top’. I think we’d all like to believe this is the case, but it is a bit more complicated than that, and so many other factors come into play.
